James Barker, Group Head

James Barker studied architecture at De Montfort University in Leicester and moved to Guernsey and secured a position with a small local firm of Chartered architects. It was here he worked and gained experience in Architecture for over five years until leaving to set up Create Limited in 2004.

About the Land, Planning and Development Subgroup

Mission

  • To lobby the Environment department on behalf of the Chamber and the businesses it represents and to seek to influence, policies, planning legislation and proposals put forward by the States
  • To help represent the Chamber members’ broad interests in matters of land use, planning and development
  • To interact with other Chamber subgroups when their subject areas are impacted by land use, planning and development matters
  • As required by circumstance, to assist the Chamber to act as a conduit between Chamber and members and the States on matters of land use and planning
  • To regularly review new planning law
  • To encourage good communication, training and feedback between the Planning department and the Chamber and its members

Objectives

  • To support the Planning department in their aim to monitor, achieve and improve on their performance targets
  • To encourage the Planning department to avoid delays which have adverse impacts on the business community
  • To highlight and promote Chamber  viewpoints during the course of public consultations following the release of the forthcoming 2015 Draft Island Plan.
  • To promote an island retail strategy that is relevant to the needs of the Island and in particular to encourage the Planning department to adopt an approach that ensures that the interest of local businesses are protected from the impact of potential large scale new retail developments
  • To encourage, and lobby for a complete acceptance and implementation of the Shepley report by the Planning department

Targets

  • To meet with Chamber and other groups to develop common interests in land use, planning and construction issues
  • To attend the Agents Forums facilitated by the Planning department every six months and as appropriate to use this opportunity to communicate Chamber views
  • Request twice yearly meetings with the senior planning officers and the Environment Minister and as appropriate with the officers preparing the strategic plan
  • To help to arrange architect/planning officer office experience week
  • To follow, monitor and be pro-active during the review of the island development plan

Summary
To assist the Guernsey Chamber of Commerce to support the business community of Guernsey on land use, planning and development matters on the island.
